Party “Latvia First” won the most votes in the 2025 Riga City Council elections with 18.17%, securing 13 seats, according to Central Election Commission data on June 8, 2025.

The Progressives followed closely with 16.62% of the vote and 11 seats. National Alliance received 14.2% and 10 seats, while New Unity got 12.9% and 9 seats.

Other parties entering the council include Sovereign Power/Association of Young Latvians with 12.13% and 8 seats, For Stability with 6.94% and 5 seats, and United List with 6.28% and 4 seats.

Voter turnout in Riga reached 52.2%, up from previous elections. A total of 60 councilors were elected using open-list proportional representation with a 5% threshold.

Several parties, including Latvia’s Development, Harmony, Honor to Serve Riga, and the Green and Farmers Union list, failed to cross the threshold.

Progressives leader Viesturs Kleinbergs announced plans to invite National Alliance, New Unity, and United List for coalition talks. These parties confirmed readiness to negotiate.

The Progressives emphasized the need for a stable, pro-state coalition without behind-the-scenes deals.

The elections faced technical issues with vote-counting machines, prompting a manual count and an investigation by the Central Election Commission.

Despite populist gains, the democratic center held firm, with New Unity under Mayor Vilnis Ķirsis maintaining influence.

The new council must negotiate to form a majority administration in Riga’s complex political landscape.
